Rivers rank among some of the most threatened ecosystems in the world, and are the focus of expensive restoration programs that cost billions to taxpayers. Much of Europe depends on surface waters for drinking, food production as well as for generate hydroelectric power that produces a serious environmental impact on river ecosystems, but is essential to the objectives of renewable generation in the EU. AMBER wants to offer innovative solutions to the complex challenge of river fragmentation in Europe by developing more efficient methods of restoring stream connectivity, through a process of adaptive management of barriers based on the integration of design programs, management and monitoring to systematically test assumptions about mitigation barrier, and for adapting and learning.

Restoration projects of river ecological connectivity in Spain are part of the National River Restoration Strategy (ENRR) and programs within the hydrological planning measures within the implementation of the Water Framework Directive. Under the EU Horizon 2020, AMBER project in Spain is aimed at collecting and systematizing all information on existing barriers, and to establish priorities and define adaptive solutions for a more effective river restoration.
